chore(lint): resolve missing JSDoc rule definitions

Remove deprecated/unknown JSDoc rules from our ESLint config or install and configure the official `eslint-plugin-jsdoc` so that rules like `jsdoc/check-multiline-blocks` and `jsdoc/newline-after-description` are either supported or dropped entirely.
