make it easier to install the xpra.org repositories #4245

Same as #4244 but for the repository files.
On some distros, this requires downloading the GPG key (Debian), others need other repositories (RHEL clones need crb, Fedora needs rpmfusion), etc.
Just make it easier.

Done in the simple commit above, needs a bit more testing on more variants.
Simple:

./setup.py install-repo
