Replica discovery can complete before the registry leader has finished bootstrap. Wait for a normal registry request to succeed before creating locations and starting dependent services. Allow block services, shards and CDC up to 60 seconds to become ready. Persistent block services scan their on-disk data before registering, and a full replicated local cluster can legitimately take longer than ten seconds to start.
