Modules - Change order for all modules

I dont use menu so all my installed modules are "hidden"
BUT
i want to order my modules.
I rarely used "Private Message" or "User Profile" Modules,
but i often used other modules.
Drag and drop runs for modules with menu set to "on", but dont works with modules with menu set to off.
Is it possible to add this functionnality (change order) for all modules ?
