This PR includes all the files involved in writing an initial draft of a terminology management SOP using Open Concept Lab (OCL) as the FHIR-compliant terminology service, including visual demonstrations using GIFs. There is also a file for Terminology-focused personas in SMART Guidelines format.

Not included (but could be transferred):

@jamlung-ri - none of this content will display in the IG. To render in IG we need markdown pages under input/pagecontent folder

Just moved the files into the pagecontent folder! Hopefully that fixes the problem.

merge the changes in main into the regenstrief-ocl branch
Ritika's adjustments were lost when merging some fixes from the main branch. These files included indexes for the IG pages.
It seems like this was causing a build failure since pages could not load these visual demonstrations in gif/png format.
Removed many TBDs, questions, etc. and formalized the content within this guide
