Description

This PR migrates utilities/project_planning to PDM.

Testing Instructions

cd utilities/project_planning
../../ov pdm install
../../ov pdm run project_planning.py

Works perfectly! Although per the testing instructions, project_planning.py doesn't seem to exist :)
