Removed "Implementation/Resolution" section from issue templates (#329)

Description

• Removes the Implementation section from Feature Request issue template
• Removes the Resolution section from Bug Report issue template

Testing Instructions

After merging, we can create a New issue and select the Feature Request or Bug Report template and check if there are any sections for Implementation or Resolution.
