Problem

The data refresh (and soon #1197) DAGs do not have tests that exercise them fully.

Description

Now that we have the ingestion server and catalog in the same repository, with complimentary docker-compose stacks, we can easily run Airflow DAGs that interact with the ingestion server in our local environment. We should take advantage of this and write a set of simple integration tests that run the data refresh and filtered index creation DAGs against the ingestion server and verify the expected end state.
