Trigger audio waveform generation after the audio refresh#1442

Problem

Currently we manually generate waveforms after an audio refresh is complete. Ideally, we could trigger this process directly in the audio refresh DAG.

Additional context

We may want to wait on this until after the thumbnails service is migrated to a standalone service.

Implementation
