@panchovm reports that the README needs to link to some sort of roadmap documentation that includes the yearly goals for the current year.

Description

We can take this opportunity to document our yearly goals on the documentation site and link them from the README. Project proposals should be updated to link to the specific yearly goal for 2023 that they reference.
