Complete refactoring of the provider api scripts to use the new ProviderDataIngester base class, and restore functionality of the ingestion workflows.

These refactors should avoid making any changes to the data or behavior of the scripts when possible. Such work should be documented and followed-up in a separate issue. These scripts are a great opportunity to audit the existing provider scripts but doing data optimization work at the same time as the refactor makes PRs more challenging to review.
