What?

Addresses I2 from #77462. Replaces ThemeProvider's per-instance <style> with inline custom properties on the wrapper, mirrored onto the document element when isRoot.

Why?

One fewer DOM node per provider and a simpler mental model — no per-instance scoping selector to build, no doubled-class specificity hack, no data-wpds-theme-provider-id.

How?

  • Color/cursor tokens go on the wrapper's style prop.
  • For isRoot, a useLayoutEffect mirrors them onto the wrapper's own document element (resolved via ownerDocument, so it also works inside iframes) and restores the prior value on cleanup (falling back to the prebuilt :root defaults from Theme: Provide design-system token defaults without a runtime <ThemeProvider> #78664).
  • Dev-only: warns when more than one isRoot provider is mounted on the same document, since their <html>-level forwarding would conflict.
  • Drops the per-instance <style>, useId, the doubled-class hack, the runtime :root:has(…) selector, and data-wpds-theme-provider-id.
  • Keeps data-wpds-root-provider="true" on the wrapper so the prebuilt CSS can forward preset-based settings to :root (cornerRadius, see Theme: forward ThemeProvider cornerRadius preset to :root for root providers #79153).
Why the asymmetry between color/cursor and cornerRadius forwarding?

Dynamic values (color seeds, cursor) are per-instance and can't be expressed in a static stylesheet, so JS syncs them to <html>. Preset-based values (e.g. cornerRadius) are a small known set fully resolved in the prebuilt CSS, where :root:has([data-wpds-root-provider="true"][data-wpds-corner-radius="…"]) is the cleanest forwarding mechanism. Both paths reuse the same data-wpds-root-provider marker.

This always materializes the full resolved token set on each provider's own DOM node (it never skips when values match defaults) — required for nested reset-to-default and for theme inheritance across portal boundaries, consistent with the model settled in #78664.

Cascade note

Custom properties now arrive via inline style on the wrapper (and inline on <html> for isRoot) rather than a scoped <style>/:root:has rule, i.e. at a higher specificity. Descendant and nested-provider overrides are unaffected (they win by proximity), and !important author rules still win. The only thing affected would be a non-!important author rule targeting the wrapper element or :root directly — unusual against an internal display: contents element.

Testing Instructions

  1. Render <ThemeProvider isRoot color={…} cursor={…} cornerRadius="…"> with a few nested <ThemeProvider>s.
  2. In DevTools: confirm no <style> element under the provider, color/cursor tokens are inline on the wrapper, and the root wrapper has data-wpds-root-provider="true".
  3. Confirm root color/cursor reach <html> and revert on unmount.
  4. Confirm portals (popovers, drawers, dialogs) still inherit the root provider's tokens.
  5. npm run test:unit -- packages/theme passes.

In anticipation of #78678, which replaces ThemeProvider's per-instance
`<style>` element with inline custom properties on the wrapper, reword
the comments / CHANGELOG / README / PR description to describe the
optimization as "skip applying per-instance overrides" rather than
"skip emitting the `<style>` element". The savings are real in either
mechanism (no CSS string assembly + no DOM write).

Also simplify the `AcrossIframes` story:
- The previous filter cloned `<style data-wpds-theme-provider-id>`
  elements from `document.head`, which is dead code (React-rendered
  `<style>` is not in head) and would be doubly dead post-#78678
  (the attribute is removed entirely). Drop it.
- Per-instance overrides ride into the iframe with the portalled
  `<ThemeProvider>` itself (whether the mechanism is a `<style>`
  child or an inline `style` prop on the wrapper). The story only
  needs to clone the prebuilt token stylesheet `<link>`.

This new clean up system can cause unexpected problems when there are more than one mounted ThemeProviders marked as root, with different config, and one gets unmounted. While this is more of a "consumer error" situation, I can also see it being difficult to know as a consumer whether you're causing a multiple root situation, especially since our pages can be pretty multi-tenant. Plus we have iframes.

I wonder, should we consider some kind of runtime check for this? No strong opinion though — it's not a problem we currently see in the app.

@mirka good point. A runtime error feels like a cheap feature that could go a long way; I added it in the latest commit.

I also switched from document to ownerDocument, which was a bug that would have caused unexpected behavior when rendering ThemeProvider inside an iframe

I'm noticing that this is going to break in SSR. Should we switch to a useIsomorphicLayoutEffect?

I'm noticing that we still use raw useLayoutEffects in some places, even in @wordpress/ui. Do you agree we should support SSR by default in all our new stuff?

Good point. I switched to useIsomorphicLayoutEffect in this PR, I will investigate and potentially open a follow-up PR to apply a similar refactor to the theme and ui packages.

ThemeProvider: apply scoped tokens via inline style

Replaces the per-instance `<style>` element with inline `style` on the
wrapper. When `isRoot`, mirrors the same custom properties onto
`document.documentElement` via `useLayoutEffect` so portals and the
`html`/`body` background pick them up.

- Drops `useId`, `data-wpds-theme-provider-id`, `data-wpds-root-provider`,
  and the generated `:root:has(...)` selector.
- Updates `ThemeProvider` tests to scope by the wrapper's CSS module
  class (the previous attribute is gone).
- Fixes the storybook iframe stylesheet filter, which still looked for
  the removed attribute, to match the `--wpds-` token prefix instead.

ownerDocument so forwarding works correctly when the provider is rendered
inside an iframe (instead of always writing to the top-level document).

Add a dev-only warning when more than one root provider is mounted on the
same document, since their forwarded document-level styles would conflict.

Also move the inline-style CHANGELOG entry under Code Quality, alongside the
related data-wpds-root-provider serialization change.

React's createRoot warns (logged via console.error, which @wordpress/jest-console
fails on) when rendering directly into a body element. Mount into a child div so

@wordpress/compose's useIsomorphicLayoutEffect, which falls back to
useEffect during server rendering to avoid React's "useLayoutEffect does
nothing on the server" warning, while still running before paint on the
