Code-wise, looks good.
I agree that the dialog edges look a bit fuzzy with a backdrop. I wonder if we can remove the border when there's a backdrop? Too much complexity?
I would also say the border is still quite subtle in dark mode, especially in something like the popover arrow. It's not invisible but I can barely see it.
For the purposes of this PR, I don't think these are necessarily blockers though.

Adds `border: 1px solid CanvasText` inside a forced-colors media query on the `Dialog.Popup` and `Drawer.Popup` base styles (`AlertDialog` inherits this through the shared `.popup` class). Forced-colors mode strips `box-shadow` and replaces the popup's `background-color` with `Canvas`, which is also the UA's backdrop color — without a border the popup merges into the page background. Because both popups already use `box-sizing: border-box`, the 1px is absorbed into the existing box, so non-FC users see no change. Made-with: Cursor

Add a CSS-only sibling-selector rule (.backdrop ~ * .popup) that sets the popup border-color to transparent whenever a backdrop is rendered alongside the popup. In forced-colors mode, set border-color to CanvasText explicitly for both the base and the backdrop branches so the popup boundary stays visible regardless of mode. Affects Dialog/Drawer (when modal === true), AlertDialog (always modal), and Popover (when backdrop=true). Tooltip and Select are unaffected — neither renders a backdrop.

The popup boundary used to depend on a mix of
box-shadowand per-componentborderdeclarations, with diverging tokens and no consistent forced-colors story. In particular, modalDialog/DrawerandAlertDialoghad no border at all in regular mode but disappeared into the page in forced-colors mode (wherebox-shadowis stripped and the popup background becomesCanvas).Tying the regular-mode border to "is there a backdrop alongside this popup?" matches the visual intent — when there's a backdrop, the popup is already isolated; when there isn't, the popup needs its own edge — and yields the same forced-colors behavior across every overlay.
