Site Editor: Update the new templates dropdown list

Description

Fixes #27227

Update the new template dropdown list to only show a hand-picked list of templates — if they are missing from the current site/theme.
Also hide the new template button if there are no more missing templates to be added.

How has this been tested?

• Activate a FSE theme and open the Site Editor.
• Open the sidebar, navigate into Templates, and click on the + icon.
• Make sure the dropdown shows the correct templates (they need to match the new list, and not exist already).
• Try adding all templates (make sure to trigger a change and publish them!).
• Make sure the + button is not visible anymore.
