Fix error triggered when a tab is removed from TabPanel component

Introduced in #23296

Right now if you have reusable blocks, insert a block pattern and try to edit, you'll notice an error.
This happens because the "tabs" prop of TabPanel change (tabs are changed) so the selected pattern is not there anymore.
This PR fixes the issue by selecting the first tab if the selected tab is removed.
