Selecting a custom color might prevent the color palette from closing.

Step-by-step reproduction instructions

1. Place a paragraph block.
2. Select a custom color for the text.
3. Click on the background color.
4. The custom text color will not close.

This seems to be a regression. It's not happening in 21.9 and started happening in 22.0

I've noticed that clicking on Background is irrelevant. Simply clicking outside, closes the nested popover but not the parent popover. I tracked it down to #74179
