Notes: Buttons to cancel and submit a new note can be positioned off screen

Description

I was just adding some feedback to a blog post on Make/Core and I found that when I tried to add a Note to a block near the end of the content, the buttons to cancel and submit the note appeared off screen:

Also, when I select the last block in the post content, and I try to add a Note, I found that the Note box in the sidebar can be positioned entirely out of the viewport even though the cursor has been added to the Note's text box. I can't scroll when I move the scrollbars in the Notes sidebar. I have to try scrolling down further in the main content area to reveal the new Note in the sidebar.

I'm testing this on an Android tablet.

Step-by-step reproduction instructions

1. Add several paragraph blocks to fill the entire screen.
2. Try adding a note to the last block.
3. Depending on the scroll position of the content area, the Note box may not be visible.

@westonruter Can you confirm whether these issues are reproducible in WordPress 6.9 RC3? This is because the Gutenberg enabled on the mace core blog is slightly older than the Gutenberg released in 6.9 RC3.

@t-hamano got it. I just tested with 6.9-RC3, and it does seem to be improved:

Nevertheless, there are still scenarios where the button can be inaccessible. You can see in this screencast that I'm trying in vain to scroll down to access the button to submit the note, but I'm unable to:

The problem seems to be that the scroll container for the content is different from the scroll container for the notes sidebar. Maybe this is a known issue.

Yes, I think this is the underlying problem and should be fixed.

I think Adam worked on something similar in the past. I wonder if the action button is accounted for when calculating/getting the height of the new notes form.

The question is, what are we expecting? Because other references like Google Docs work the same
