Previously: #50594

It appears the expected behavior of the Escape key regressed, not sure when and why. The excpeted behavior is well described on #50594: when focus in in the block toolbar, Escape should move focus back to the block and close the toolbar. Instead, while focus is moved back correctly, the block toolbar now stays open.

Cc @youknowriad for any thoughts on where this may have changed.

Step-by-step reproduction instructions

• Edit a post.
• Select a paragraph.
• Press Shift + Tab to move focus to the block toolbar.
• Once focus is on the block toolbar, press the Escape key.
• Observe focus is moved back to the block. So far so good.
• Observe the block toolbar stays open. Expected: the block toolbar to close.
