Navigation Block: improve Publish button label when the block is added on a draft outside the Site Editor #49246

What problem does this address?

When a Navigation Block is added inside a draft Page or Post (outside the Site Editor), any changes are registered only by clicking on Publish on the top right. The button will display a circle next to it, but it's not immediately clear what clicking that button will do.

In this case, "Publish" will not publish the post or page, it will only "publish" the changes in the menu, which is not visually indicated in any way besides the white circle in the button.

The current button copy is confusing because "Publish" is the same word we use for publishing a page, and it doesn't properly describe the change being made, which is saving changes to a specific block.

What is your proposed solution?

A better solution could be changing the button copy to "Save", or "Update", or making the "Save draft" option also save the changes in the Navigation Block.
