Converting classic block with shortcodes in it will create a shortcode block instead of inlining them

What problem does this address?

When converting a classic block to Gutenberg blocks that contains tags (such as [note]), they are converted into shortcode blocks instead of being inlined into paragraph blocks

What is your proposed solution?

I don't know if this should be a setting, but perhaps the solution should just be to not create a shortcode block and just inline the tags into a paragraph block

I'm referring to this converter:

This is a paragraph. [note]This is a note.[/note] This is another paragraph.

The above will get converted to 2 paragraph blocks sandwiching a shortcode block. That is not what I expect. I would expect it to be converted to a single paragraph block.
