URL modal is not positioned inside the Gutenberg container on lower screen sizes #36953

Description

On lower screen size, when trying to add an URL using the URL icon, the modal goes outside of the Gutenberg container in Appearance > Widgets.

Step-by-step reproduction instructions

  1. Go to WP-Admin > Appearance > Widgets
  2. Resize the browser to a lower width
  3. Add a new paragraph with a small text
  4. Click to add an URL to it.
  5. Notice that the URL modal is outside of Gutenberg container, and is partially displayed because of the navigation (both in Wordpress Core and Nav-unification)
