What problem does this address?
There are scenarios where a theme author wants to supply a pattern but not have it show in the inserter.
Since the pattern block was added (#33217), some patterns will be created purely to allow the strings inside them to be translated and added to block templates. The theme author would likely not want these to show in the inserter.
What is your proposed solution?
Add a way to mark patterns so they do not appear in the pattern inserter. See this comment for more context — #33217 (comment)
