Meta box arrows do not move meta boxes between locations when the sidebar is not visible.

Description

The issue was first mentioned in this comment, as part of fixing #7960.

I'm creating this issue as agreed in the PR #25187, we decided to deal with the problem later (#25187 (comment) and #25187 (comment)).

Step-by-step reproduction instructions

1. Create meta boxes such that 1 meta box location is empty.
2. Close the sidebar
3. Try clicking on arrows which should change metabox location - it doesn't work.
