For various reasons, publishing can take some time to finish. Right now this is the state we show:

The UI can seem frozen during that time, which is disconcerting. One thing we did in the Calypso editor was having a "busy button" state, so that the publish button, instead of changing to a disabled "update", better communicates that something is happening.

Might be interesting to also explore something in the publish flow popover instead of dismissing it.
