Remove momentjs usage outside of @wordpress/date

After merging the replacement of moment with date-fns, we should refactor other parts where momentjs is being used.

These are:

• packages/block-library/src/calendar/edit.js
• packages/components/src/date-time/date.js
• packages/components/src/date-time/time.js
• packages/components/src/date-time/test/date.js
  A somewhat special case, might not need to be removed packages/dependency-extraction-webpack-plugin/lib/util.js

Fir backward compatibility moment should stay in the externals config in webpack plugin. Some 3rd party blocks might still depend on it.
