Description
Closely related to #26264, we should hide empty sections in the template navigation UI, and reveal them only when templates inside exist.
As an example, if my site only has an Index and a Singular template, the template navigation UI would look like this:
But if I were to create a new template for my About page (page-about.html), the "Pages" section would be revealed, and the new template would appear inside:
