We can currently (as of #21766) insert a "Template Part" via the Placeholder block:

Now that this flow is possible, here we can discuss future iterations on how to insert existing template parts.

Perhaps existing saved template parts should either:

• Be listed in the block inserter menu.
• Be listed on the component shown above when matching search criteria for the inputs.
