Describe the bug
The Columns block breaks when adjusting the number of columns before selecting a template from the new template picker added in #16129. Relevant to #15663.
To reproduce
Steps to reproduce the behavior:
- Add Columns block
- Open the block's sidebar settings
- Adjust the column count
- See error
Expected behavior
The columns RangeControl component should not be available for manipulating, until a template has been chosen. After that point, the control should be present.
