Github workflow: add a PHP backport changes action (#52096)

* initial commit adding PHP changes action

* reverting PHP changes

* Updating message if exists and no PHP changes

* Remove comment-author (invalid prop)

* Replace comment, don't append

* Update php-changes-detection.yml

Remove block library glob
