Builds a Delta-complex by inductively adding faces of hyperedges and computing face maps.

Without vertex multiplicities, results in a simplicial complex (independent of orientation).

Consecutive vertex multiplicities are interpreted as degeneracies, yielding a simplicial set.

Hyperedge multiplicities are flattened by default (can optionally produce multi-valued face/degeneracy maps)
