Add Individual ID to GIS Shapefile exports

Expected behavior
An encounter export for a GIS Shapefile includes a Marked Individual's ID.

Current behavior
In GIS Shapefile exports, the Marked Individual ID is missing from the file, instead displaying a UUID, which isn't meaningful to users.
