Thanks for your PR. The code looks mostly good. I'd just like to think about this a bit more as this implements a fairly specific & situational limit. I think a more general limit with a simpler implementation may be a bit better (e.g. an option to limit the claim block balance altogether?)

As the title suggests, I need a feature like this for my server (it has been tested and seems to be fine)
