Consider showing banner to inform users of 1.1 OS image that they can not automatically upgrade #3248

Suggested by justdave on Matrix chat.
Consider showing a banner in the UI of WebThings Gateway 1.1 OS image to notify users that a 2.0 release is available but that they can not be automatically updated and will need to re-install.
For users of the WebThings Gateway 1.1 Raspbian-based OS image it is not currently possible to automatically upgrade to 2.0 due a change in release model announced from 2.0.
It would be useful for existing users of 1.1 to be notified of this in the UI in case they have not seen the news in the blog, forums, mailing list or social media.
