I'm requesting a position for the headingoffset and headingstart attributes as proposed in whatwg/html#5033.

Will this include a pseudo-class? What about impact on the user agent style sheet?

Yes the :heading and :heading(<An+B>#) selectors could be included in this position.

They're defined in w3c/csswg-drafts#11836. whatwg/html#11412 tracks adding them into the HTML spec which may be resolved with whatwg/html#11413.
