Apparently misplaced algorithm steps in "to instantiate imported strings" and "to instantiate a builtin set".

Step 2.1 of To instantiate imported strings appears to be accidentally left over after editing text copied from another algorithm, as there is no externtype available at that point and the if doesn't appear to have a consequent.

There is a similar out-of-place step in To instantiate a builtin set.
