Name section code

The overview currently states that 3 will identify a new subsection of the "name" section for tag names.

However, subsection codes 3 through 9 are already claimed by the extended name section proposal, and the GC proposal has been using code 10.
This is already reflected in implementations, e.g. Binaryen, wasmparser.
I'm not aware of any other suggested name section extensions, which of course doesn't guarantee that there aren't any.

So I think the smoothest path forward would be for the tag names to use subsection code 11.
