config.ini中修改了compiler的版本号不生效

修改tools/config.ini 中compiler的版本号为0.4.25.1不生效，执行run.bat脚本时报错： Compile error: Error: Source file requires different compiler version (current compiler is 0.8.11+commit.d7f03943.Windows.msvc) - note that nightly builds are considered to be strictly less than the released version

仍然使用的是0.8.11的编译器
