[Docs] Move Development Setup to Contributing, or link README from Contributing

Currently the prerequisites section of the CONTRIBUTING.md document contains placeholder text. This should link to the README, which already covers it, for the most part, or the development environment setup section of the README should be moved to the CONTRIBUTING.md document. Happy to raise a PR if a decision is made either way.
