Add .yarnrc to ignore engine checks during release build

Node 14 is needed for node-sass 4.x in the Grunt build, but
@playwright/test requires Node 18+. The --ignore-engines flag
lets yarn install skip the engine check since Playwright is
only a devDependency and isn't used during the release build.
