[WISE Bug]: An empty set of assets can cause WISE to not model a fire #11

What happened?
WISE will track arrival times and paths to assets (values at risk). If the set of assets is empty (as opposed to just not being a set), then it's possible for logic to simply not model:
- one mode will say to abort modeling when n assets are reached, when there's any assets to track
- the logic would allow this to occur when n=0, when it should be n>0
