This PR involves adding an alternative code plagiarism detection tool that is based on winnowing approach that is used on MOSS.

Key features:

  • Uses winnowing algorithm used in MOSS
  • Faster than our current plagiarism detection especially for large files
  • Uses pygments for lexering (and hence no need to use Antlr as used currently)
