Publish a polyfill

As mentioned in the explainer and delta spec text, a polyfill could be developed to help apps transition to using this API. I intend to write and publish one, both for Shaka Player and for general use by media apps.

I expect to publish an official polyfill soon. I'm waiting for final approval to release it as open source.
