[Feature Request]: Update MapLibre Library (v3 => v5) #1416

Provide a clear and concise description of what you want to happen.
PRISM is currently using MapLibre version 3.6 which, while only being a year old, is a couple major versions behind the latest and greatest v5.0.1. As far as I can tell from the changelog, the main benefit to updating is the ability to use a Globe view.
There are a number of breaking changes we'll have to take on during this update. These changes are listed here and here.
Is there anything else you can add about the proposal? You might want to link to related issues here, if you haven't already.
Heads up @wadhwamatic and @ericboucher.
We'll need to do some solid regression testing of all major functionality alongside this update. This could be a good opportunity to update the README to document these key features.
