Create a separate notification thread for cycles

Summary:
Due to how time-sensitive the cycles notifications are, they should be in their own list of notifications. That way they can run and update independently of the full worldstate updates, which can generally be slower without issue

This should also help diagnose if there's an issue with some of the timings or channels that aren't receiving notifications due to other processing issues.
