Off-center source and cylindrical detector infile combo is not putting out warning

When an off-center source, e.g. DirectionalPointSource is specified (x>0 and/or y>0) and cylindrical detectors are also specified in the infile, a warning should be output.

To reproduce, define a DirectionPointSource with x>0 and or y>0 and a cylindrical detector.

The simulation should continue but put out a warning something like:
"Warning: An off-center source and cylindrical detector defined: user discretion advised"
