Initialize Vec3D parameters to {}
Add WENO3 (3rd order WENO scheme) which required refactoring the WENO methods. Class name and file name are now WENO instead of WENO5
TimeIntegrationComparison tests all temporal schemes (FE, RK2, RK3) and some spatial schemes (EO_1, WENO3, WENO5)
