Added a new clause to allow open-signup events as long as they don't target specific rosters (e.g. through a extremely limited number of slots).
Open-signup events such as epicLAN or Fragadelphia, or fully open online events had not been covered by the rules so far, although they have been confirmed as allowed for VRS.
