[TF2] Community Sparkles effect does not render in 3D HUD

For some reason the community sparkles effect does not show in the 3D hud. I tested using different hats and computers. Other unusual effects worked as intended but for self mades/community sparkles, 90% of the time did not appear.

it does appear, it's just that the position particle on model is broken on the 3d huds. instead of placing it randomly on the model, it places it only on the base of the item.
