@demiankatz , @stacey-dfc and I have made a good start on the structure here: https://docs.google.com/document/d/1FbFLa-p0sLWoJZ5fUZCcokisv45De046E9_XetCGMXk/edit?usp=sharing . I've changed the permissions slightly so that if you requested access before you should now be an editor, and anyone with the link can comment but can't edit. Comments and ideas very welcome!
