[Bug Report] Universal-Updater ignores network-proxy-setting

Universal-Updater ignores network-proxy-setting and try to access the internet directly.

To Reproduce:

1. Open System Setting, set a wifi network-connection with a proxy
2. Open Universal-Updater and do something.
3. Check wifi access point and proxy-server to see how did Universal-Updater worked

Expected behavior:

Here is a screenshot of proxy server. it showed 3ds only accessed contest.nintendowifi.com and nintendo.net through proxy

Here is a tcpdump screenshot of wifi access point. it showed 3ds try to access 142.251.32.33(which is a google cloud storage, I guess) when i use Universal-Updater. Because my local-network blocks Google and GitHub and etc, it always fails.
